The term positive [A] and negative [B] rake milling tools refers to the angle between the cutting edge and the machined surface

The illustration applies to interts with flat rake face. An insert that is tilted towards the cutting direction can in fact be positive if the cutting insert has chip breakers which are designed to achieve an angle from the cutting direction. A clear advantage of these is that one can then use both sides of an double sided insert.
